Global submarine experience. Local engineering capability.

Babcock is supporting the survey and refit programme for two South African Navy submarines, SAS Charlotte Maxeke and SAS Queen Modjadji I, at Simon’s Town Dockyard.

The two vessels are Heroine-class Type 209 submarines and form part of the South African Navy’s three-submarine fleet. Babcock’s contract, awarded through Babcock Ntuthuko Engineering in October 2025, covers technical surveys, gap analyses, configuration baseline reviews and preservation activities.

The programme brings Babcock’s established multidisciplinary engineering capability in South Africa together with specialist submarine knowledge and experience from its international Marine business.

ESTABLISHING THE FOUNDATION FOR THE REFIT

Building a clear engineering picture

Supporting a complex submarine refit requires a detailed understanding of the condition and configuration of the asset. Babcock’s scope includes technical surveys, gap analyses and configuration baseline reviews, together with preservation activities. Together, these activities establish the engineering information needed to understand the vessels and identify the requirements that will inform subsequent programme and engineering decisions. For complex assets such as submarines, accurate technical information and disciplined configuration management are fundamental to planning and controlling engineering work throughout the asset lifecycle.

PROVEN SUBMARINE SUSTAINMENT EXPERIENCE

International expertise supporting the South African programme

Babcock's work in South Africa is backed by extensive international submarine sustainment experience.

In the United Kingdom, Babcock plays a central role in sustaining the Royal Navy's entire submarine fleet, providing specialist engineering, maintenance, refit and through-life support for the Vanguard and Astute classes of nuclear-powered submarines.

This international experience is being applied to the South African programme, bringing specialist submarine knowledge together with Babcock's established local engineering capability.

EXPERTISE SHARED THROUGH DELIVERY

International specialists working alongside South African engineers

The programme brings South African engineers together with experienced submarine specialists from Babcock’s international network, including Canadian personnel working alongside the local team at Simon’s Town. This collaboration brings specialist submarine engineering knowledge, established processes and proven ways of working directly into the South African programme. Working together on a defined engineering requirement creates opportunities for practical knowledge sharing and exposure to specialist submarine engineering disciplines. It also demonstrates how international expertise and established South African engineering capability can complement one another in supporting complex defence assets.

SUPPORTING A CRITICAL NAVAL PROGRAMME

Specialist engineering applied to a South African requirement

The work at Simon’s Town forms part of the wider programme of activity on SAS Charlotte Maxeke and SAS Queen Modjadji I. By establishing a clearer understanding of the condition, configuration and engineering requirements of the vessels, Babcock’s work provides technical information to support the planning and progression of subsequent programme activity. The programme also brings specialist international submarine experience directly into the South African engineering environment, with international specialists and local engineers working together on a defined customer requirement. For Babcock, the contract marks its entry into the South African defence sector and demonstrates how international specialist expertise can be combined with established local engineering capability to support complex defence assets in South Africa.
